How to bulk restore deleted users in Entra ID (previously Azure Active Directory)?

Steps to restore users in bulk using Entra ID

Sign in to the Microsoft Entra admin center and select Microsoft Entra ID.
Select All users> Users > Deleted .
On the Deleted users page, select Bulk restore to upload a valid CSV file of the properties of the users to restore.
Open the CSV template and add a line for each user you want to restore. The only required value is ObjectID. Then save the file.
On the Bulk restore page, under Upload your csv file, browse and submit your file. Validation of the CSV file will start.
When your file passes validation, select Submit.

M365 Manager Plus

Steps to restore users in bulk using M365 Manager Plus

Navigate to Management tab > Azure Active Directory > User Management.
Under Bulk User Modification , click Restore Users .
Select the M365 tenant using the drop-down.
Select CSV Import and click Browse to import your CSV file containing the users to be restored.
Click Import User(s) from the CSV file and click Apply.

Limitations of using Entra ID to perform bulk restoration

The user must have at least the User Administrator role to perform bulk operations.
