Cause: This error occurs when the device is not provisioned under Full Device Management / Device Owner Mode.
Resolution: Ensure the device is enrolled in Full Device Management (Device Owner) Mode using the appropriate enrollment method, such as QR Code, NFC, Zero-Touch, or Knox Enrollment.
