If you have any temporary or contract employees in your organization, chances are they're mail-enabled users in Active Directory (AD). That means they can access your organization's network, but they don't have a mailbox associated with their AD account. Mailbox-enabled users, on the other hand, have their own Exchange mailbox associated with their AD account. These users can log on to your network, be added to groups, and access important resources. Mailbox-enabled users are also part of the Global Address List (GAL).

A user with a mail-enabled user account has an Active Directory account, but does not have an Exchange mailbox. These users are listed in the GAL, and they can receive mail to an external email address even if they don't have a mailbox. But they cannot send or store email messages. For example, this type of user account can be used while creating for an on-site contract employee in your organization. It allows them to receive mails sent to them and to access the organization's network.
Mail-enabled users are employees who can access your network, but don't have any Exchange mailbox associated with them. These are usually your temporary employees. It is important to track them because you need to know how long they need to have access to your organization's network and resources.
