A person who is empowered to perform the operations delegated by the administrator is called a help desk technician.
A help desk role includes all the tasks and functions that a technician is allowed to perform. A few roles are built-in so that you can assign them to technicians right away. You can also create your own roles with specific and unique functions suited for your organization.
Site Collection based delegation lets administrators delegate with a scope limited to a specific site collection. This allows help desk users to perform delegated activities that fall under the purview of the assigned Site Collection.
